(ORGANIZATIONAL STRUCTURE IN EDUCATION/TOTAL QUALITY MANAGEMENT IN EDUCATION)

According to Salis (1993) TQM is as a philosophy and a methodology to help manage change, and the core of TQM is the cultural change of the culprit. Furthermore Slamet (1995) asserts that TQM is a procedure in which every person strive continuously improve the road to success. Because TQM is basically a combination of philosophy and methods. TQM can help the institution to manage the changes that occur and set their own agenda to adjust to the pressures from outside the institution or organization.

How to Form Implementation?

TQM in education is a way of managing educational institutions based on the philosophy that quality improvement should be organized and carried out by all institutions early in an integrated and sustainable, so that services such as education as a civilizing process in accordance with and even exceed the needs of customers both present and future that will come. TQM approach in education will be able to produce quality graduates, maintaining quality and constantly improve the quality of ongoing basis.

The main objective of TQM is to improve the quality of work, improve productivity and efficiency. TQM as a procedure to achieve success, is considered successful when increasing the quality of a better job than the previous quality, high productivity demonstrated by the work in the form of products / services more stout than the previous number, and more efficient which could mean cheaper production costs or smaller input than output.

There are five main elements in the implementation of TQM, namely: (1) focus on the customer, (2) improvement in systematic process, (3) long-term thinking, (4) the development of human resources, and (5) commitment to quality (Slamet, 1999).
